21st MARCH 2008
CTEC Founders and Managing officers have just returned from an amazing trip to Hawaii where we formed major partnerships in the Tsunami effort.
The Hawaiians are a very accepting, amazing, happy, caring community. We don't see that very often around the world. It must be something to do with what their ancestors have taught them.
The highlight of our trip was meeting Ed Teixeira and Ray Lovell and everyone at the Oahu Civil defense department and also the Pacific Tsunami Warning Center.
They are a great bunch of caring men and women working hard to protect their people.
More news of the trip and photos will be going up on the site in the next few days.
Great job men!!

26TH DECEMBER 2007 THIRD YEAR TSUNAMI ANNIVERSARY.
Today we remember the people who were stolen by the tsunami on that morning of December 26th 2004.
We will never forget them or forget our bursting pain by their loss. As each year passes the pain still remains with us. We will always have their memory in a special place in our hearts where we can always visit them and still be able to move forward with our lives.
We look to a safer future and walk proud in growing CTEC to all coastal areas.
Let us bow our heads in prayer... in remembrance.

DECEMBER 23RD 2007:
OFFICER NOTES: A famous Brazilian astrologer predicted another tsunami and told all the Sri Lankan newspapers which printed the story and has had the whole coastline running scared inland. This was a big problem as it was a full moon poya day and also a sunday.
The CTEC phones were running off the hook starting on the 22nd of December through to a 48 hour period. All CTEC officers were called to duty and all stayed awake for 2 days together helping calm the scared crowds and reassuring them they had the situation under control. The Speaker systems and megaphones all came into play.
Well done all officers.

OFFICER ALERT: There have been over 52 earthquakes over 5.1 magnitude in the "RING OF FIRE" DANGER REGION in the month of September!!!!!
" OTHER EARTHQUAKE READINGS ARE BELOW THIS OFFICERS ACCOUNT" :
SEPTEMBER 2007
A CTEC OFFICER GIVES AN ACCOUNT OF THE TERRIFYING PAST 4 DAYS AFTER An 8.4 Earthquake struck in Southern Samatra, (The same place where the 2004 tsunami took place)
12th September, 2007, 5.00 pm,
It is another usual day at CTEC. A duty officer notes that an earthquake measuring 7.9 has occurred in the Sumatra, Indonesia region 15 km deep from the sea bed.
He quickly informs Roshan, our Centre Manager and the Meteorological Department were contacted to see whether there was a Tsunami. The answer was that there is a possible risk but still the situation is under observation. The CTEC phones were almost silent. The villagers were found to be carrying out their day to day activities.
All CTEC officers were summoned to the Center.
5.15 pm
A duty officer reports the earthquake magnitude has been rescaled to an 8.4 however, the depth has been revised to 30 km. The Met Department was asked “will there be a Tsunami? “The situation is under observation” was the response.
CTEC phone lines started to ring and then explode into action. Calls were coming in from the entire coastline. We informed the people to be cautious but a “Tsunami Warning has not yet been issued.” Some people have already started evacuation.
5.30 pm
Swelling groups of villagers were downstairs outside the CTEC Centre. Everyone is anxious to know if there will be a Tsunami? Some are a little disturbed. “If there is a big earthquake, why don’t you give a warning?” an anxious villager asks.
“It is not as easy as that. The government has to give the warning first. Once it is given, we will let you know. Please be calm!”
Manager Roshan explains with a smile.
Around 5.45 pm
A TSUNAMI WARNING WAS ISSUSED by the Government.
We broadcast Evacuation messages through the public address systems set up throughout the villages.
“ This is a Special Announcement from the Community Tsunami Early-warning Centre. There is a Tsunami Threat. Please Evacuate. Please do not return till a clear warning is issued! Thank you.”
The above message was broadcast continuously and community points all around the coast were contacted and CTEC plans went into action.
CTEC volunteers around the coast aided in a safe evacuation.
In the meantime, our CTEC motor brigade with loud speakers reaches out to the community to inform people. The officers from the Meetiyagoda Police Department were also a great help in evacuating the people.
630 pm
The Evacuation is on going. Hundreds of telephone calls are flooding into the center. There is not enough time to document the details of all the calls.
All CTEC officers are working their hearts and guts out! We remain calm but alert under pressure…a possible Tsunami may be heading right towards us!
7.00 pm
The whole coastline has been evacuated, all is as silent as a graveyard.
All CTEC officers remain at the Center manning hundreds of terrified callers.
Many calls are coming in from places as far away as Jaffna, Baticaloa and Trincomalee. All of these places are the front lines for the bloodiest civil war that has been ongoing here in our country for over 30 years. These areas are on the other side of the country.
8.00 pm
The phones were slowing down. We were watching the internet and satellite television feeds.
I thought to myself “that the tsunami may be here anytime and my feelings were mixed with extreme sadness from the memories of the last tsunami, and extreme happiness from being able to help the people to evacuate safely!” But we were trying not to have fear so we cracked a couple of practical jokes to keep the environment cool!
Officer Danushka cooked a snack of biscuits but no-one was hungry.
8.30 pm
Government issues all free TSUNAMI WARNING clearance. The message was distributed via the public address systems and phone systems.
Hundreds of villagers have decided not to return to the coast today.
We have ongoing continuous active communication with the village people hiding inland in schools and allocated higher ground safe areas. .
9.30 pm
Many more quakes with earthquake magnitudes of 5.2 up to 7.6 are recorded in the same area in Sumatra, Indonesia.
The CTEC phones are ringing off the hook.
BUSY NIGHT- NO SLEEP FOR CTEC WORKERS.
Monitoring for earthquakes 24 hours a day, 365 days a year.
13th October
12.00 am
All officers are onboard at CTEC!!!. The villages are deserted. There are almost no vehicles on the Galle Road.
3.00 am
Time passes fast! More and more after quakes continue.
Phone is a bit silent.
5.19 am
An 8.3 quake in the same area! Contacted Met Department. “The situation is under observation.”
Phone is ringing off the hook!!!!!! incessantly.
7.30 am
“No Tsunami threat.” Hundreds of calls. There a few people in the villages. Also a few vehicles on the Galle Road.
9.00 am Keeping under surveillance. A couple of small after quakes.
NB: It was evident that CTEC could do great things to help protect people’s lives alone with the national warning mechanism. We are a few months behind the third year Tsunami Anniversary and we are happy to contribute to the National Tsunami Warning System.
********NOTE:THERE HAVE BEEN AN INCREDIBLE AMOUNT OF EARTHQUAKES ( over 30 ) WITH A MAGNITUDE READING OF OVER 5.2 THIS PAST WEEK.
ALL OFFICERS KEEP ALERT.

The one big speaker the Govt placed in Hikkaduwa to turn on during a Tsunami emergency can only be heard from 50 yards away. WELL IT DIDN"T WORK IT WAS BROKEN AND STILL ISN"T WORKING!
A quote from another CTEC OFFICER : "We were very happy for this long service of CTEC you know the hikkaduwa siren tower (made by disaster management center of government) it was not work.."

September 19th 2005
It is Poya day ( A festival which occurs one a month on a full moon) and there is a great festival taking place called "Perahara".
It is at the Seenegama Temple and CTEC were asked to provide protection for the event.
There were fears that a false tsunami rumor would cause a stampede involving the thousands of festival visitors.
CTEC officers were on duty and set up a booth monitoring for earthquakes with computers.
The coast is alive with color and dance.
Brilliant oranges and reds dancing against a turquoise sky, babies and grandfathers celebrating life and death.
Today there is change in the air, a quiet festival year transformed into dancing elephants, acrobatics, beautiful maidens and conquering pirates! Hot sweet curries and spicy roti sizzle the air.
Before the festival there were tsunami rumors which sent four villagers running inland, CTEC team sprang into action and restored order using the speaker systems and motor bikes.
There had been a 5.8 earthquake in nearby Myanmar ( Burma) that morning which had set off the scare.
September 5th 2005
Fire!!!!!!!
Last night the monsoon rains and winds surged through the village and cut all the power in the area.
A can of petrol exploded in one of the temporary shelter homes (which were built for the tsunami affected 100 meter people.)
The fire raged out of control through the village destroying 30 homes.
84 people lost everything again... they are devastated and have lost all hope.
No lives were lost and one of the injured was taken to hospital.
A snake bite was amongst one of the strange injuries of the night.
An alert CTEC saved the village from burning down.
The villagers ran to the Tsunami center which had the only generator power and they raced into action and called the police and fire brigade and jumped on their motor bikes with loud speakers to evacuate the people.
Dr Novil took over the medical situation.
July 25th, 2005
"Why are we cursed that we should fear the night" was a comment a villager screamed as he was running away with his family from a tsunami rumor. We urged him to stop and trust the new "Community Tsunami Early-warning Center.( CTEC)
Last night a 7.0 Earthquake was recorded in the nearby Nicobar islands sending a frenzy throughout the coastal villages and many people came to the center for re-assurance.
The center received over 80 calls from worried villagers and took over the emergency night situation.
The center monitored the world and were on constant call with the Met department.
It is all about ground root communications with the people themsleves.
Betwen 9:30 to 2am officers were able to drive around the village and re-assure the people that the situation was being monitored and then later that there was no tsunami.
Our first lectures to the villagers had started that day and the center acted proud and responsibly.
Last March 28th there was an 8.7 earthquake in nearby Sumatra, the same place as the last tsunami earthquake.
12 people in Galle died running away from the tsunami rumor.
Last night there were a few injuries of lost toenails etc which were treated at the temple.
Once again seeing the fear in the eyes of these people was heart wrenching and babies were being handed off into our arms for safety.
A job well done by everyone...

The First Tsunami Warning System in Sri lanka is now officially working along Galle Rd just outside Peraliya village run by the villages themselves funded by all of us and Rotary Cronulla.
It is called the Community Tsunami Early -warning Center. ( CTEC)
Hopefully it will be copied along the coast in other areas.
An opening ceremony was organized by Dr Novil along with a movie called "Finding Nemo" for the children.
We are all very excited.
The office is run by paid officers who work in 6 hour shifts, 24 hours a day 365 days a year.
They monitor the world for earthquakes using a computer and are also connected to the Met department, the Geological society and the other tsunami centers around the world.
It is equipped with laptops, satelite tv, phone systems, generators and backup systems.
A speaker system is set up in the nearby villages connected to the center so warning signals can be sent in case of emergencies.
We are trying to develop a wireless system that we can grow all along the coast.
April 10th 2005
Dr Novil, James and myself have been busy planning the new tsunami warning center, which includes raising money and holding meetings with the local villages to get them involved.
To work it needs to be at a community level run by the villagers themselves.
THIS ACCOUNT BELOW IS ONE OF THE REASONS WE WERE INSPIRED TO CREATE THE FIRST TSUNAMI EARLY WARNING CENTER.
SINCE THE BEGINNING OF JANUARY OUR VILLAGERS HAVE LIVED IN FEAR OF ANOTHER TSUNAMI AND DON'T SLEEP AT NIGHT.
TWICE A WEEK THEY RUN AWAY FROM A TSUNAMI RUMOR AND IT TAKES DAYS TO GET THEM TO COME BACK TO THE VILLAGE.
THIS IS MY ACCOUNT OF WHAT HAPPENED WHEN AN 8.7 EARTHQUAKE HIT THE SAME PLACE AS THE ONE BEFORE IN NORTHERN SUMATRA INDONESIA, WHICH IN TURN SET OFF A FRENZY ALONG THE WHOLE COAST OF SRI LANKA.
12 PEOPLE IN GALLE WERE KILLED THAT NIGHT IN THE CONFUSION OF RUNNING AWAY AND THE EARTHQUAKE KILLED OVER A THOUSAND PEOPLE IN NEARBY NIAS.
March 29, 2005
Terrifying night. At approx.10:30pm last night we received a call from Germany, Italy and a text from James in the UK saying "huge earthquake/ tsunami warning/ head for higher ground now!"
Usually a person would run to safety but we had a different problem in being responsible for the Peraliya village of over 2,000 people.
We grabbed torches and our nightvision goggles and started calling around the world to see what was happening. I looked out into the sea and wondered what was coming towards us?
Volunteers and hotel owners were informed and we raced to Peraliya where a mass evacuation was under way.
People fled in terror by foot, 3-4 miles inland carrying only the children and babies.
We rode the streets on a motorcycle re-assuring the villages and met up with the chief and the village oragnisers who were attempting to get things under control. They were wrapped in ropes for climbing the coconut trees, ready to conquer the unknown darkness of the sea.
We were blind to what was coming but we were ready. James in the UK was our only link to the outside world and he monitored the situation through cell phone texts. We rode through the streets and people called out our names trying to touch us for comfort and news. I wanted to find the women and children. I needed to see if they were okay.
We found them a long way away, about a thousand coconut trees from the shore in a school built on a hill. They hugged us and led me up to a room covered with hundreds of babies and children and as I walked through the room women grabbed me and pushed their babies into my arms asking me to save them. One lady had lost her other 7 children to the tsunami and she was determined not to lose this one.
I re-assured them but couldn't reveal that I was also in the dark and closed my eyes to call back the angels I had asked for at the beginning of January. The angels had never left.
The hours passed as James gave the text word that no waves were coming to swallow us. A few people started heading back to their homes but a lot stayed in the jungle not leaving it to chance. Back at Peraliya beach, Oscar and I sat with about 15 of the village organisers and watched the sea through the night vision goggles. It was a full moon and the night was calm with soft waves licking onto the shores. The dogs sat with us and that was a good sign.
'Better to be safe than sorry,' we all agreed. None of us wanted to be responsible for not raising the alarm. These people have become our brothers and sisters, our blood and I would put myself between the wave and them any day of the week.
Now I just have to find them.

Tectonic Summary:
The devastating earthquake of 26 December 2004 occurred as thrust-faulting on
the interface of the India plate and the Burma plate. In a period of minutes,
the faulting released elastic strains that had accumulated for centuries from
ongoing subduction of the India plate beneath the overriding Burma plate.
In a broad sense, the India and Australian plates move toward the north-
northeast with respect to the interior of the Eurasia plate with velocities of
about 60 mm/y in the region of the earthquake. In the region of northern
Sumatra and the Nicobar Islands, most of the relative motion of India/Australia
and the Eurasia plate is accommodated at the Sunda trench and within several
hundred kilometers to the east of the Sunda trench, on the boundaries of the
Burma plate. The direction in which India/Australia converges toward Eurasia
is oblique to the trend of the Sunda trench. The oblique motion is partitioned
into thrust-faulting and strike-slip faulting. The thrust faulting occurs on
the interface between the India plate and the western margin of the Burma plate
and involves slip directed at a large angle to the orientation of the trench.
The strike-slip faulting occurs on the eastern boundary of the Burma plate and
involves slip directed approximately parallel to the trench. The 26 December
main shock occurred as the result of thrust faulting on the western Burma-plate
boundary, but many strike-slip faulting aftershocks occurred on the eastern
plate boundary.
Currently available models of the 26 December main-shock fault displacement
differ in many interesting details, but are consistent in implying that fault-
rupture propagated to the northwest from the epicenter and that substantial
fault-rupture occurred hundreds of kilometers northwest of the epicenter. The
data upon which the modeling is based do not permit confident resolution of the
extent of rupture beyond about 500 km northwest of the main-shock epicenter.
The width of the earthquake rupture, measured perpendicular to the Sunda
trench, is estimated to have been about 150 kilometers and the maximum
displacement on the fault plane about 20 meters. The sea floor overlying the
thrust fault would have been uplifted by several meters as a result of the
earthquake.
The zone of aftershocks to the 26 December earthquake is over 1300 km long.
Because aftershocks occur on and very near the fault-planes of main shocks, the
length of the aftershock zone suggests that main-shock fault-rupture may have
extended north of the epicenter by an amount significantly larger than 500 km.
However, a great earthquake may also trigger earthquake activity on faults that
are distinct from the main-shock fault plane and separated from it by tens or
even hundreds of kilometers. We will not know until further analysis how much
of the 26 December aftershock zone may correspond to activity in the immediate
vicinity of the main-shock rupture, and how much may correspond to activity
remote from the main-shock rupture.
Since 1900, earthquakes similarly sized or larger than the 26 December
earthquake have been the magnitude 9.0 1952 Kamchatka earthquake, the magnitude
9.1 1957 Andreanof Islands, Alaska, earthquake, the magnitude 9.5 1960 Chile
earthquake, and the magnitude 9.2 1964 Prince William Sound, Alaska, earthquake.
All of these earthquakes, like the one on 26 December, were mega-thrust events,
occurring where one tectonic plate subducts beneath another. All produced
destructive tsunamis, although deaths and damage from the 26 December tsunami
far exceed those caused by tsunamis associated with the earlier earthquakes.
